Over the past few years, the Government of Québec has been gradually strengthening the rules surrounding residential pool safety. These standards aim to reduce the risk of drowning, particularly among young children. They apply to all outdoor pools that can hold 60 cm (2 ft) or more of water, including inground, semi-inground, above-ground pools, as well as removable or inflatable pools.
Even pools installed before November 1, 2010 — which previously benefited from “grandfather rights” — will have to comply. However, the government has announced an extension of the deadline, now set for 2027 for many of these installations, to give owners more time to meet the requirements.
To ensure safety, most pools must be protected by a fence at least 1.2 metres (4 ft) high, except for certain above-ground or removable models that can comply in other ways (e.g., walls high enough and a removable ladder).
